docking of a Chinese submarine at Karachi last month has surprised New Delhi are distressing One would have thought Delhi would have anticipated the development after it sighted Chinese submarines in Sri Lanka’s waters last year Despite the growing strategic importance of the Indian Ocean in China’s maritime strategy Delhi’s defence bureaucracy seems to continue to wring its hands rather than act The Chinese navy first showed its flag in the Indian Ocean nearly three decades ago when it began to make ship visits to Sri Lanka and Pakistan Since then the frequency and intensity of Chinese naval presence in the Indian Ocean has grown The Chinese navy’s continuous anti-piracy operations in the Arabian Sea since the end of 2008 have showcased Beijing’s growing naval capabilities as well as the political will to operate in waters far from its shores Defending China’s growing overseas interests has become a major priority for the PLA China has also begun to debate the challenges of acquiring military and naval bases in other countries especially in the Indian Ocean As part of its “going out” strategy the PLA navy has begun to build strategic partnerships in the Indian Ocean cultivate access arrangements with critically located countries export ships and submarines and intensify its defence diplomacy in the littoral Alarmists Apologists The idea of a Chinese network of naval facilities and bases in the Indian Ocean or a “string of pearls” is often invoked by those in Delhi who fear Beijing’s hostile intentions Others taking a more benign view of China’s policies ridicule the idea Ignoring the alarmists and apologists Delhi must take a more realistic view of China’s long-term role in the Indian Ocean China has ambitions to become a great maritime power It is building the capabilities and devising policies to become one A rising China is bound to establish a sustainable naval presence in the Indian Ocean The question is not whether but when and how There is nothing illegal about China’s aspirations Beijing is following the footsteps of all previous great powers — Portugal the Netherlands France Britain and the US — that established a naval presence in the Indian Ocean over the last five centuries One factor however constrains Chinese military presence in the Indian Ocean It is the tyranny of geography Long distances from China’s eastern seaboard make an effective presence in the Indian Ocean difficult for China without strong local partners Although China is exploring special maritime relationships with many nations across the Indian Ocean Pakistan remains the most likely place where its navy may drop anchor for the long term The stable all-weather partnership built up over the last many decades Pakistan’s critical location in the Arabian Sea next to the Gulf and Islamabad’s growing economic reliance on China appear to have set the stage for an expansive naval partnership Delhi’s Ambivalence India paid a high price for failing to anticipate the Sino-Pak nuclear nexus in the 1970s and 1980s It is erring again by neglecting the potential for a maritime alliance between China and Pakistan that could severely constrain India’s freedom of action in the Indian Ocean The problem is not China’s naval ambition but the ministry of defence’s reluctance to craft a vigorous response For his part Prime Minister Narendra Modi has underlined the importance of working with other powers in strengthening India’s critical role in the Indian Ocean But the defence ministry seems unable or unwilling to translate that vision into policy Consider for example its hesitation to hold trilateral and quadrilateral naval exercises in the Indian Ocean with its maritime partners — the US Japan and Australia While Beijing pays no heed to India’s concerns in pursuing its maritime interests the MoD cites Chinese sensitivities to limit India’s naval engagement with America and Japan One would think diplomacy is the MEA’s business and that the MoD’s is to strengthen Delhi’s naval partnerships probe China’s maritime vulnerabilities and build on India’s geographic advantages in the littoral The NDA may have replaced the UPA in South disincentivising women from joining the labour force according to Reassessing Patterns of Female Labor Force Participation in India a March 2017 report by the World Bank which analysed government data from 2004-05 to 2011-12 As many as 196 million women–equivalent to the population of Romania–dropped out of the workforce during this period of which rural women accounted for 53 percent the report said In its three year (2017-20) ‘action agenda draft’ released on 23 April 2017 NITI Aayog a government think-tank stressed on the importance of promoting equal participation of women in the Indian economy Only 27 percent Indian women are in the labour force–the lowest among Brics countries; among G-20 countries it is better only than Saudi Arabia IndiaSpend reported on 9 April 2016 The labour force does not include women who do “unpaid care work“ which refers to all unpaid services within a household including care of people housework and voluntary community work India Has Second-Lowest Female Labour Force Participation Rate In South Asia Source: World Bank; Figures in percentage; for all ages for the year 2013 Rising family incomes disincentivise women from joining the labour force The study found that the decision to join the labour force is primarily influenced by economic stability at home rather than social norms educational attainment and age The study assessed the proportion of self-employed regular wage earners and casual labour in a given household’s working-age population It found that in rural as well as urban areas while the proportion of regular wage-earners in households increased between 2004-05 to 2011-12 proportion of self-employed persons and casual labour decreased indicating the rising stability in family incomes The proportion of regular wage earners in urban areas was 20 percentage points more than rural areas which explains its low FLFP rates Representational image Reuters Therefore as household incomes become more stable fewer women join the labour force This is in sync with earlier studies (here and here) which suggest that with rising household income levels women in rural India withdraw from paid labour and engage in “status production” at home Status production refers to work that maintains and enhances the family’s social standing although they do not necessarily enhance the woman’s status within that unit Common examples of status production work include the upkeep of suitable work clothes provision of food at the workplace entertainment of colleagues and feeding hired hands and co-workers within the woman’s family Rise in educational qualifications correlated with decline in workforce Secondary and higher secondary education did not lead to women participating in the labour market in India the World Bank analysis found The lowest incidence of FLFP rate is among those who had attained secondary (grade X) and post-secondary levels of education followed by those with levels of education below the secondary level in both rural and urban areas The FLFP rate is highest among illiterates and college graduates in both rural and urban areas These two groups illiterates and those with college education are also the groups that experienced the largest drops in FLFP rates during this period Source: World Bank Higher literacy does not lead to greater decision-making power for women IndiaSpend reported on 13 February 2017 Only 691 females attend college for every 1000 males This ratio drops from 825:1000 at the age of 19 years to 531:1000 at 25-29 years As many as 1403 females have never attended any educational institution for every 1000 males who have not IndiaSpend reported on 28 November 2015 Women are dwindling in the workforce despite the enrollment of girls in higher education increasing from 39% to 46% between 2007 and 2014 IndiaSpend reported on 27 July 2016 Between 2004-05 and 2011-12 FLFP has dropped across all educational categories in both rural and urban areas This indicates that irrespective of one’s education the incentive for females to participate in the labour force has declined over the period Source: World Bank; Figures in percentage “The decline in the FLFP rate for all educational categories and the particularly poor performance of those with secondary and higher secondary (grade XII) levels of education need to be explored in detail” the study said This can probably be explained by a lack of appropriate jobs in rural areas or the expectation of higher wages among those having secondary levels of education “The critical issue in terms of the quality of jobs is what you can earn–the wages” Sher Singh Verick deputy director International Labour Organization South Asia told The Wire in this December 2016 interview “If you are able to get a reasonable wage this will act as a pull factor to get you into the labour market If wages remain very low for you your incentive as a woman becomes lower” The Aayog’s 2017-20 agenda says women tend to be paid less work in less productive jobs and are over-represented in unpaid care work and engaging in vulnerable forms of employment is a reflection of their subordinate position in the household The World Bank study calls for a systematic analysis of both the supply and demand sides of the segmented rural labour market More married women join the workforce in rural areas; trend reverses in urban areas Marriage affects the participation of women in two ways the World Bank study said After marriage women typically take on the role of caregiver in the family which significantly alters the allocation of their time Marriage changes a woman’s social position and status; a married woman joins the labour force only when social norms and the stigma attached to paid labour conform with family restrictions Although the median age of marriage has increased it continues to be low: 192 years for women in 2011 (up from 182 in 2001) according to an analysis of census data as reported by The Hindu on 29 June 2016 Men got married at 235 years in 2011 up from 226 in 2001 In rural areas the FLFP rate of married women was more than unmarried women However in urban areas participation rates of unmarried women were higher than that of married women In urban areas participation rates of women dropped between 2004-05 and 2011-12 leading to an overall drop in the FLFP rate for both married and unmarried women So while marital status did have an impact on the participation rates of women in the labour market it does not explain the drop that occurred during 1993-94 to 2011-12 in the urban areas The study found that irrespective of their caste (scheduled caste scheduled tribe other backward class or general) the FLFP rate of married females is higher than unmarried females in rural areas Policies should promote acceptability of female employment Merely increasing women’s access to education and skills will not necessarily lead to a rise in FLFP the World Bank study suggested Gains will not be realised unless social norms around women’s (and men’s) work also change and/or the rural labour markets offer forms of employment that are acceptable and attractive for women and their families Policies should centre on promoting the acceptability of female employment and investing in economic sectors in rural areas that are attractive in terms of female employment the report said Jobs near home attract women: 93% of unemployed female youth said they would take a job if they could work from home or in the village according to a pilot survey conducted among rural below-poverty-line youth in areas around Bhopal in 2015 IndiaSpend reported on 8 March 2016 “The real test for the coming years is how jobs can be created in the rural areas so that women living in rural areas can access them Local job creation is the most important message It is very important because you are going to need more jobs where women live Most of the population is still within rural areas–65% of the people in India are still in rural areas” Verick said in The Wire interview (Saha is an MA Gender and Development student at Institute of Development Studies University of Sussex) By: Surveys in Cyprus show that one in four children experience some kind of sexual abuse at some stage of their lives, according the Voice Council, responsible for the implementation of the National Strategy for Combating Sexual Abuse and Exploitation of Children and Child Pornography.Sunday marks European Day for the Protection of Children against Sexual Exploitation and Abuse.“In Cyprus, surveys show that one in four children is experiencing some kind of sexual abuse, one in four girls and one in six boys,” an announcement from the council said. In 85 per cent of cases the offender is someone in the child’s environs.“The most worrying, however, is that a very small number – estimated at around only 15 per cent – breaks their silence to ask for help or to make a complaint – when all research proves that direct and specialised intervention is the best way to help a victim overcome the trauma and to have a healthy development,” it added. The Voice Council said it tries to inform and sensitizes the public, with a view to “preventing and eliminating this hideous crime”.The announcement said that European Day underlines once again the urgent need for ratification by all countries of the Lanzarote Convention, which is the world’s most comprehensive legislative tool to tackle the phenomenon as well as the need to avoid stigmatising child victims. In Cyprus, the Lanzarote Convention has been ratified since 2015 and its effective implementation takes place through legislation, as well as through the National Strategy.“Sexual abuse and exploitation of children has been a detrimental blow to the very foundations of our society, and the involvement of not only the state but also of civil society as a whole is indispensable for combating the phenomenon and to help develop a more general child-centered prevention policy,” the statement said.It is also said that the protection and well-being of children was a matter for everyone in society. The Voice Council is launching an official information campaign on the protection of children, adolescents and young people in Cyprus at a formal event on November 27.You May LikePlarium I Vikings: Free Online GameMen over 40 Would Consider This Game a Must-TryPlarium I Vikings: Free Online GameUndoYahoo SearchEarly Signs Of Type 2 Diabetes.
